Biography


Kevin M. Healy, Esq. is a graduate of the University of Washington with a Bachelor of Arts Degree in Political Science. He earned his Juris Doctor degree from the University of the Pacific, McGeorge School of Law in 1992 as part of an intensive 4-year night doctoral program. Following law school, Mr. Healy set up a private law practice in Seattle Washington (1992 -1994), whereafter he moved his law practice to Sacramento, California. He is an active and licensed attorney in the States of Washington and California.

Mr. Healy enlisted in the US Marine Corps Reserve in 1980 at age 17 and while still in high school.  After an extended break in military service to complete his undergraduate and graduate studies, Mr. Healy returned as an Army Reserve Judge Advocate from 1996 through 2000, whereafter he received an interservice transfer to the US Naval Reserve as a Judge Advocate.

Between periods of uniformed military service, Mr. Healy’s government service included his clerking during law school for the US Attorney for the Eastern District of California.  He was also a civilian Legal Intern for the US Air Force at Mather AFB, where he clerked as a Legal Assistance student attorney and as a Legal Intern in the Claims Department of the Mather Law Center.

Mr. Healy served through the rank of Captain in the US Army Reserve. His Army duties, beyond his legal assignments, included Supply Officer, Assistant S-4, Nuclear Biological & Chemical (NBC) Officer, and Assistant Mobilization Officer. As an Army Judge Advocate, Mr. Healy served as a Recorder, Respondent’s Counsel, and Legal Assistance Officer. He was called to additional active duty as part of the Trial Counsel’s team at the Aberdeen Proving Ground during its period of prosecutions of several drill instructors who were abusing their trainees. Additionally, Mr. Healy has served for several years as a military law instructor at the University of California (Berkeley and Davis) and the California State University, Sacramento teaching graduating ROTC Cadets.

Mr. Healy’s  recent service in the US Navy (Reserve Component) included the mobilization and demobilization of Reservists, primarily the SEABEES.  Prior to this, he was assigned to a unit  supporting NLSO PAC (Yokosuka, Japan).  His Naval Reserve assignments have taken him from coast to coast, throughout the Pacific, out to sea underway, and internationally.  His former unit supporting NLSO PAC, a unit of only a handful of officers and legalmen, was honored in 2003 with a national award for being the best Naval Reserve law unit with regard to support of its gaining command.  Additionally, Mr. Healy was part of a team providing legal assistance to the US Coast Guard, which received a national ABA award for outstanding Legal Assistance to Military Personnel (LAMP).

In June 2004, Mr. Healy received the distinct honor of serving as a staff member to the State Funeral for the late President Ronald W. Reagan. Thereafter, he served on the USS Constitution  ("Old Ironsides") and getting to go underway with the oldest commissioned naval vessel in the world.

Mr. Healy has served in both defense roles representing military clients and prosecution roles representing the United States Government.

Mr. Healy’s personal military decorations included the Army Commendation Medal (w/oak leaf cluster), Navy & Marine Corps Achievement Medals, the Army Achievement Medal, the Military Outstanding Volunteer Service Medal, and individual recognition for the Humanitarian Service Medal (USAF).  A decoration for which Mr. Healy is especially proud is his being awarded the Meritorious Unit Citation (MUC) for his unit in which he was the Executive Officer; this award is given to units for performance equivalent to the Bronze Star.  Mr.  Healy is entitled to wear the Navy Expert Pistol and Navy Expert Rifle marksmanship medals and he was likewise qualified as an expert in these weapons with the US Army. 

Mr. Healy has, as a volunteer, performed funeral honors throughout Northern California, including honors rendered at sea.

Mr. Healy’s non-military decorations include the Civil Air Patrol’s National Lifesaving Medal for his actions in saving the life of a student pilot in distress by providing aerial flight instruction from another aircraft aloft and ensuring the student’s safe recovery following the student’s off-field emergency landing.  Mr. Healy likewise received a commendation from the Federal Aviation Administration for his actions in this lifesaving flight.

Kevin M. Healy is a licensed pilot with over 2000 hours flight experience ranging from fixed-wing aircraft to helicopters, and from multi-engine jets to Cessnas.

He is a Life Member of the US Naval Institute and volunteered as a member of the Civil Air Patrol (USAF Auxiliary), volunteering both as a pilot and legal officer.  He has held a merchant mariner's document since 1981. In his "off time," Mr. Healy enjoys all forms of outdoor activity including back-country camping, hunting, flying, abalone diving off the coast of California and snorkeling in the warmer waters of the central Pacific.

Kevin M. Healy  is the son of Teryl Dayton Healy of Santa Rosa, California and the late Captain Howard R. Healy, Jr. (TAR, USNR, Ret.). He is also the grandson of the late Commander Howard R. Healy (USNA Class of 1922), who died in the Battle of the Coral Sea and by his battle actions became the namesake of the USS HEALY (DD-672).
